<p>After George W. Bush won the presidency in 2000 and again in 2004, many liberal Democrats who had supported Al Gore and John Kerry <a href="http://www.slate.com/id/2109300/" onclick="javascript:pageTracker._trackPageview('/outbound/article/http://www.slate.com/id/2109300/');">announced plans to move to Canada</a>. For most, the threat was empty. But one of this year’s candidates will lose on Tuesday, and another round of disgruntled partisans might threaten to emigrate.</p>
<p>Should they do so, they will find Canada more welcoming than in years past. Canada’s temporary worker program is merging with its permanent immigrant system, “providing a more flexible and adaptive approach to immigration,” according to <a href="http://www.newswire.ca/en/releases/archive/October2008/24/c9312.html " onclick="javascript:pageTracker._trackPageview('/outbound/article/http://www.newswire.ca/en/releases/archive/October2008/24/c9312.html ');">an analysis by the Conference Board of Canada</a>.  The think tank praised the <a href="http://www.cic.gc.ca/EnGLIsh/department/media/releases/2008/2008-09-05c.asp" onclick="javascript:pageTracker._trackPageview('/outbound/article/http://www.cic.gc.ca/EnGLIsh/department/media/releases/2008/2008-09-05c.asp');">newly-formed Canadian Experience Class</a>, a pathway that will allow highly-skilled temporary workers to become permanent residents.</p>
<p>The Board also found that <a href="http://www.workpermit.com/news/2008-10-27/canada/study-says-canada-needs-increase-immigration.htm" onclick="javascript:pageTracker._trackPageview('/outbound/article/http://www.workpermit.com/news/2008-10-27/canada/study-says-canada-needs-increase-immigration.htm');">Canada would need to increase permanent immigration</a> from the current 250,000 people per year to 360,000 by 2025 in order to remain competitive in a global market. Last year, nearly 500,000 foreign workers came to Canada, but about half of those were temporary. </p>
<p>Good news for Americans who are disappointed by the election results. </p>
